help sorting bike out plz

Hi all, my bike has been sat for around 8 months now (carrera,fury 09 white one). It had flat tyres, dodgey gears And no brakes hardly, but i just think it needs topping up, how do i do this. Also if they need bleeding how much?.everything else feels ok ish but it has only been out say 30 times what do i kneed to do to.make.it.new.again.?Help plz

    OK so one issue at a time.

    Brakes, what exactly is happening? Lever coming back to the bars, or just no power?

    Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.

    Avid juicy 3, the levers pull almost to the bar and they are slow to stop, there is also sone cracked.flaking paint around the resevoir like its leaking.
