Handlebar positions

Im sorry if this is in the wrong section but i didnt know where to put it..
On even short cycles ive been getting neck pains , presumably from having to look up soo far all the time, also ive noticed that im not comfortable on the hoods and my natural position is on the rounded part of the tops , i have to strech to far to reach the hoods and im not comfortable on them or the drops either, i seen somewhere that your arms should have a slight bend when on the hoods and mine dont, Can someone tell me do i need , a shorter stem or to raise my handlebars

    Could be the frame is too big too?

    General rule is first set up the saddle position: correct height and setback so that your knee is just about dead over the pedal spindle when furthest forward.

    Next, used a stem length so that when you're on the bike with hands on the hoods, the front hub is 'hidden' behind the flats of the bars.

    Set the bar height for comfort etc.

    Also make sure that the distance from the flats of the bars to the outside curve of the drops isn't too big, some can be almost two inches longer than others which is like adding 5cm to a stem...
