They stole my wheels

This morning I've opened the door of my flat (4th floor in my block), and my bike was chained to the balcony railing without the wheels.
Bloody hell!
Me stupid, the wheels were not chained, and quick released.
Indeed, just basic wheels that came with the road bike, a bit out of true, and the tyres were half worn.
Anyway, I need new wheels now, the bike doesn't work very well without them, any suggestion?
The bike is a Specialized Secteur, road bike that I use for some occasional training and commute, so I would like something in between the sturdy and the light, not in the mood to spend too much.
Feel free to suggest any wheelset, if it is too expensive, I won't buy it.

Fulcrum Racing 7's... in my experience a lot tougher and no heavier than the cheaper Shimano wheelshttp://www.jejamescycles.co.uk/fulcrum-racing-7-shimano-wheelset-id67961.html0

Last year I got a lightly used set of Shimano Ultegra wheels for 110 on ebay, but they'll only take a ten speed cassette - not 9 speed at the splines are taller. They're strong, light and have a silent freewheel.http://www.strathspey.co.uk - Quality Binoculars at a Sensible Price.

Thanks for the all the advices.
I've spent the morning fixing an old roadie, no single speed conversion for you this year, but a new 6 speeds freewheel and a new chain.
I had an email from a bike store saying that:We're pleased to announce that HMRC have recently updated the rules of the Cycle to Work scheme,
so it's now possible to get safety equipment on the scheme without needing to buy a bike.
This means you can now save up to 42% when you buy equipment and accessories (up to £1,000 value)0 -
