Carrera Subway 1 Town/Trail question

Hi. We bought one of these through ebay.
I've noticed that it's the 'Town and Trail' model, as it has the adjustable front stem, the suspension seat post, and two sprockets at the front.
However, the front gear ratio selector on the handlebars has numbers for three sprockets, and can be turned to attempt to select the non-existent front sprocket.
Is this likely to be a factory mistake, a Halfords assembly mistake (with there being someone out there with the hybrid commuter model with the incorrect selector), or did they make all of them like that.

They were all made like that, the bike is an urban commute style bike and really has no need for a granny ring. It's easy to setup the shifter and limit screw to only use the first two positions.0
