Headset spacer help

Hello all,

Could someone please advise me what the tapered spacer below the stem in the picture below is known as? I'm trying to lower it some more, but I can only find regular spacers, so I imagine I'm looking for the wrong thing. Also, if you know where I can get one, please let me know.

You should find some on ebay. I think it should be called the headset spacer or top cover etc.
