shuddering steering when braking

What is that a symptom of? The frame came with pressed in bearing at the bottom of the head tube. The top bearing was loosely fit in.

The fork can't fit any race as its bottom diameter just fits within the bottom bearing.

    Typically it's the headset that need tightening
