Cleat positioning

Became incredibly apparent to me and my overshoes yesterday that I have what is termed as 'heel in' when attached to my pedals.
How can I set my cleats up to eliminate or alleviate this? Can anyone recommend a way to stop this or is it just nature?

Using Exustar pedals which are basically Keo's with zero degree cleats.0
