inner tube advice

I have a SS commuter bike which currently runs 700x23c standard conti Ultra tyres on 50mm clinchers. I have tried several different 23c tyres and they just don't give me the confidence or the puncture protection I am after.
I am looking at getting some 28c or 32c width tyres as they will give me the grip, puncture protection I am after.
The problem is that almost all the long valve (80mm) tubes I can find are for 18-25c tyres. I have seen some Schwalbe 18-28c tubes that should be good if I go for 28c tyres but they only come in 60mm length max.
I know that the tube actually sits in the rim so I would like to think that it should be fine but as I have only ever used 80mm tubes I don't know. I know you can get valve extenders but these are fairly expensive (£10 each) and I need tubes with removable cores etc so I would like to avoid this route if possible, I also a new wheelset is not an option either.
Will 60mm tubes fit 50mm clinchers with enough room for a track pump ?

If your track pump screws on to the valve Lezyne style it should be fine but my Bontrager Charger didn't fit when I accidently got 60mm tubes for my 52mm wheels. The Mavic valve extender is crap too and doesn't work properly.0

I should point out that both my brakes and frame are fine, the frame can take up to 47mm and the brakes are recommended for up to 35mm so no issue with clearence .0
