Help needed....front of bike shaking

Hi guys, I have a bit of a problem at the minute with my bike. Long story short, after riding over a rough stretch of road my forks are shaking quite bad when I push/pull on the handlebars. I've tightened up the stem and handlebars but it didnt help.
Im gonna sound like an idiot here, but it looks to me as though Im missing something from the part where the fork comes out the top of the frame (please excuse my lack of knowledge of parts). Maybe a cheap plastic part has cracked and fell off without me realising?

Guys thanks very much for your help...seem to have got it sorted. Think the problem was that when I put a new stem on the bike, I hadnt put on all the spacers :oops: fingers crossed its fixed now0
