Rebound Adjustment on my fork not working

Hi I just got this fork (EPICON-X1 LO-R lite 26) installed, but the rebound adjustment doesn't seems to be working at all, I tried turning all the way to the + and all the way to the - side, it still rebounds too fast.

    If it is faulty take it back to the shop that supplied it as it is new.

    I bought this from overseas hahas, cause its very cheap there, my LBS confirmed its a authentic product but the rebound is not working, the mech asked me to play with the settings. So I dun think I have warranty now hahas, how much does it normally cost to service it?
