Heart rates on strava segments

Do the HR readings on strava show the average or peak heart rate?.
Reason im asking is that there is some big differnces in HR especially on hilly sections even with people with similar times.

Average. HR varies enormously between people. Don't worry about it.0

It's not a glitch and it's not worth comparing either as stated above, plus along with the fact that not everyone might be trying for that particular segment0
