Potentially daft bib tight question

I've picked up some winter bib tights without the pad as I've got padded shorts already however now I'm wondering do I wear the padded shorts under or over the winter tights.
Don't want to look a knob in error

    Under. You always want the pad in direct contact with your skin.

    Unless you are superman why would you put anything short over anything long anyway???

    But yes the pad needs to be next to skin.

    something that a friend had said confused me. What you guys have said confirmed my initial thoughts.

    I am most definitely not Superman I'm more homer Simpson when it comes to cartoon characters
