Needing some new tools....

Okay well first of all I need to true a few wheels, I'm looking at a stand to attach to my park tool repair stand. Only thing is the gauge only goes on one side of the wheel so in order to check whether the wheel is in dish I was thinking of just flipping the wheel over and if it is in dish then I wont have to adjust the gauge. Any experience with this?
Number two, my commuter has been giving me nothing but fucking problems with the drive train ever since I got it given to me. I have replaced all of the drive train except the derailleurs. ATM its skipping occasionally but not when I put force down, its just at random points, completely random!!! So I'm thinking of getting the Dag 2 derailleur hanger alignment tool from park tools, think that will fix the problem? seeing as i tried everything else.

If it's the hanger it would be cheaper just to buy one and check, a spare is always handy anyway.I don't do smileys.
