Rear shock problem ?

When riding with my rear shock on lock out/ pre pedal it is still using about 25% of sag . Even by putting more psi into it , it does the same. Is this normal ? My rear shock is a fox pr2.

    Set the sag with the Pro Pedal off.
    And if you mean it moves when you're riding with it on, it should,

    this...., pro pedal isn't a lockout, in basic terms, it makes the ride a little bit firmer, not ridgid
