exposure flash and flare suitable?

HI all hope you can give me some advice on lights. i wont be doing trails at night but will be riding along canal paths and roads. are the exposure flash and flare suitable for this. i have seen both lights refurbished for £55. i want small lights but they gotta do the job, any advice would be great thanks.
