Fitting lights

Having a problem fitting lights. Seatpost is blocked with saddle or rack bags.
Rack and saddle bags don't have fabric strips. And those bags with strips either just wobble around or point down.
Cannot mount onto seat stays as panniers are in the way.
The only place I do have is on the rack itself, but I need a way to fit smart brackets onto it.

Just need a few of these, but if they're not available how to mount on rack?

I've used one of these before:

to fit a dynamo light to a Carradice Bagman support. Should work on a rear rack with the same principle, assuming the tube diameter on the rack isn't too much.
Some pictures of it installed (half way down the page):

I use a PDW Radbot http://www.wiggle.co.uk/pdw-radbot-1000-1-watt-led-rear-light which was supplied with a small plastic mount plate for the back of my pannier rack (think it's a Tortec). I've just used cable ties to hold that on, and it works fine. I think Cateye make a similar mounting bracket, which means you can use most lights that come with a belt clip as rack-mounted.

If your rack has any kind of lighting or reflector tab, you can bolt on a bracket and use that to attach the rear lamp.Even if you don't have a tab, you can usually hack some piece of metal to fit, much like a P-clamp.
The best location for a rear lamp is under the rack0 -

small_bloke, I'm hoping that's your Boardman on day#1, else you are seriously good at cleaning your bike!
Another advantage of 'guards is that the rear gives another point of attachment for a rear light and/or reflector. Together with rack and seat stay mounts, I run with two lit and one spare.Location: ciderspace0 -
If you can cadge a bit of angle iron from an engineering fabricator then you can make one!- - - - - - - - - -

managed to fit the £2.99 planet x/on one lights onto rack tubing. So I don't need to buy brackets at the same price as the light.Say... That's a nice bike..
