Rear Mech trouble

Hi
Trying to fit a new SRAM X9 9 speed mech. However, it won't go up to the highest gear (lowest sprocket) even without the cable attached. The High adjuster screw is all the way out and it still only manages to get to get to the second smallest sprocket!!!
This is a very annoying, stupid problem. Anyone got any ideas or had this before?

What happened before that made you need to change mechs?
Checked that it is not fouling on anything.

Presume you mean the SMALLEST sprocket? Set using the LOW stop screw?Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.0
