Is outdoor storage acceptable if there is a good solid bracket but no locker?

I guess this in relation to your bike being at work. Surely this depends where the solid bracket is? Last thing you want is your bike in a position where it is unsheltered from the weather or in a place where it is at risk of having components stripped from it.

I'm lucky as my bike lives indoors in the warehouse while I'm at work (there are only two of us that cycle regularly), no need for a lock even.
