Commuting tyre width

I've recently had to change the route of my commute and the state for the roads is shocking with potholes and such. I currently have 23 mm tyres on Aksium rims and would like larger ones. How much difference would I see for 28mm tyres (yes 5mm, I know) would there be much benefit.
Also what is the widest one that would fit under my Crud Raceguards?

    23 to 28 should make a noticeable difference - you could drop the pressure quite a bit. However you will struggle with anything bigger than 23mm under Raceguards. If you've got clearance for 28mm tyres, can't you fit proper guards?
