A Single Environment Body for Wales will come into being on 1 April 2013. Staff who are employed by the Forestry Commission Wales immediately before that date will be transferred to the new body.


Background Information

Coed y Cymoedd Forest District comprises some 30k hectares of land located from Carmarthenshire in the West to Monmouthshire in the East encompassing various forest types. The area includes a sand dunes forest, an AONB and also the whole of the former industrial South Wales Valleys.

Coed y Cymoedd is the largest urban forest in Europe with a resident Valleys population of 1 million and a coastal hinterland population of a similar size. The district works with 14 Unitary Authorities. It also encompasses Wales’ 3 principal cities. The proximity to so many people provides opportunities and challenges in managing the forests of South Wales for public benefit.

The Coed y Cymoedd Districts MTB assets currently consist of:-

7 single track cross country trails (approximately 110km of built single track trails).
1 Downhill MTB trail.
3 Event downhill trails.
2 Community downhill trails.
1 Community jump park.

The District currently has two major well known MTB trail centres, Afan Forest Park and Cwmcarn in addition to this a £5 million investment (South Wales Cycling Centre of Excellence) is being undertaken in the District. This will see new MTB trails developed at the existing centres . The successful candidate will be involved in the ongoing management of this new development. A third private sector run MTB centre is due to be set up near Merthyr Tydfil

Approximately 130,000 riders per year currently use the Districts MTB centres and this is set to grow rapidly as the Centre of Excellence project is developed.

Purpose of the Job

To provide support to the Mountain Bike Manager in delivery of the Forest District's mountain bike management programme.

(Candidates should be aware there will not be a requirement to ride mountain bikes while carrying this role)


Key Work Areas

Maintenance

Ensure the District's Mountain Bike facilities fully comply with the FC’s standards OGB37 and OGB23, which includes trail inspections, supervision, management of maintenance contracts, supporting Local Area teams in the preparation of accident reports and maintaining all documentation records to support these areas.

New Works

Assist in any further development of the MTB Product within the District, which will include overseeing design and build of new trails or improvements/refurbishments of existing trails.

Communications

Ensure good internal communications with all Local Area teams and service providers. Provide up to date information to web-site provider to ensure official web-site is fresh and useable for all. Meet the following at regular agreed intervals: MTB centre staff, clubs and organisations, private sector operators and local communities.

Challenging Bike Areas and Wild Trails

Assist Local Area teams in the management of all unauthorised trails including helping in coming to a decision on the future of the trail and drawing up contracts/specifications for the removal and reinstatement of the area. Carry out monitoring of these sites.

Ensure that the records for MTB Ranger's own cycle and PPE equipment are fully maintained.

Experience

Essential

Experienced Mountain bike rider

Experience in the management of countryside recreation facilities.


Desirable

Experience in construction, maintenance and inspection of mountain bike trails

Professional & Technical Expertise

Essential

Competent in the use of Microsoft IT packages.(Word,Excel,Powerpoint and Outlook)

Desirable

Knowledge of GIS systems.

Holder of 'Mountain Bike & Cycle use in the Work Place' Level 1, 2 and 3

SMBLA (or similar) Trail Leader or Technical Trail Leader award

This role requires you to hold and continue to hold, a full current driving licence. Please provide your driving licence in order for us to validate that you meet this essential job requirement

Welsh Language Skills

Essential

The successful post holder will either be able to hold a simple conversation in Welsh or be willing to learn to the Canolradd(Intermediate) learning level as a condition of appointment. Two years will be given for each learning level, there are three levels from Mynediad(Beginners) to Sylfaen (Foundation) to Canolradd (Intermediate) level. Full FCW support will be given should the successful candidate language require development to this level.

Candidates may be required to participate in a Welsh language assessment at interview.
