Helping a Friend with a 1k Budget in Evans only (CTWS)

HI as the subject says I have a friend with a 1k budget but can only spend it in Evans as this is who supports his paticular cycle to work scheme. Mostly going to be riding XC and trail centres on South and North Downs.... he is 6ft.
I expect it will mostly be HT unless there is a great deal on a FS.

dose your friend want to spend the full on a bike of just get a bargain bike for a beginner ??
also dose he need the bike and bike bits like helmet & tools in the budget ??0 -
he wants to spend the full amount, he currently has an old specialized so is not completely new to cycling but wants to move into it as a hobbie not just a occasional leisure activity....0

Evans own brand (Pinnacle) usually offer their best value for money there are some reasonable ones in budget (Recon Gold/SLX)
