little boys brakes

Hi all, we bought our little lad a dawes blowfish for Christmas and whilst he loves it I am having problems getting the brakes right. I've adjusted it to death until the blocks are sitting just off the rims but they still stent great. If I pull the levers the wheels will lock up but do require a lot of force and can still be rotated. The little lad can barely stop. Do they need a period to bed in? His old bike had the same style brakes and he had no issue with them?

    Check the cable runs and brakes mounts are well greased, and consider letting the bolt that mounts them out a 1/4 turn, as this also controls the tension in them to some degree, loosening it should take some of the strain out of pulling them hard. This will hopefully free them up a little and make them easier on him.
