Need advise on fixing brakes for kids bike please!

Hello,

I have just bought a boys and girls bikes (for a 4 and 5 year old) from Argos for Xmas but the brake lever for the front brake is coming loose near the handle bar on the boys one. (can be pulled out a little - see pic) so that when the brake is used it remains depressed and does not automatically revert to open position.
The brake on the other side is fine and the girls bike (same brand, only different colour paint job), has both brake cables completely secure.
I've tried tightening the screw to the side (sticking out in pic) but this doesn't seem to be doing much and as I tighten it the break just closes tight to the handlebar with no movement.
I am sorry I am a complete novice when it comes to fixing bikes.

Can this be sorted or does it need to be exchanged?

    That screw is a reach adjustment for the lever, it's not for tightening. Does the cable just need to be pulled through at the brake? That would involve loosening a bolt, pulling through cable and then re-tightening.
