I have decided to strip my boardman bike frame to powder coat in in a different colour. Whilst stripping the frame I have come across under the paint on the weld areas particularly around the head tube and bottom bracket some sort of FILLER! Is this normal practice as the website states that it is smooth welded.

Seems reasonable - you can't weld that smoothly so filler (note not FILLER!) is used to smooth it before painting.I don't do smileys.
