Pannier Rack woes

I'm trying to fit a rack to my road bike (GT GTR Series 4 2010), but it only has rear mudguards mounts. I bought a Tortec Ultralite rack and some 19mm Tortec Pclips. The rack fits fine on the mudguard mounts, but the bolts for the Pclips are too wide to fit through the rack's fittings.

Have I missed something? Should I just ditch the pclips and get a brake arch mount or a seatpost clamp mount?

    Get an m-part seatpost clamp with mounts as long as the rack arms will reach.
    Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.

    Ended up just going to my LBS and they sold me some M5 nuts that did the trick.
