The old standard was 25.4.
The current most common size is 31.8.

It will depend on how old the bike is.
The old road bar size is 26mm (previously 25.8-26.3 depending on brand). They are now mostly changed to 31.8.
Flat bars were 25.4 and are now mostly changed to 31.8.
The steerer tube used to be 1" (25.4), but most forks are now 1 1/8" (28.6). Aluminium or carbon forks are almost certainly 28.6, but steel forks may be either.0
