How should a wheel spin?

This might sound a strange question but I've had issues with my free hub recently and rushing to put it back together tonight to watch the match I just think it doesn't spin properly.
For a start the wheel could be slightly out due to my noticing of a loose spoke over the weekend but gave it a rough tighten up and appears to spin with no great wobble. However, this isn't my question... when I spin the wheel when in the frame (no cassette or disc) it slows down as if to stop then goes back on itself by about a quarter a spin, if that. I just feel the wheel should spin gradually to a halt with no spin back.
Would you agree or am I going mad?
