V Brake pad replacement

Hi all
Quick question... Just replaced the pads on my girlfriends Carrera Subway. They're Tektro V-brakes and use Clarkes pads. I've tried the bike out since fitting the pads and they dont seem to be biting. I've adjusted them and the pads are contacting the rims, but not much at all in the way of stopping power.
Do V-brake pads need some use to bed them in in the same way pads for disc brakes do? Or am I missing something else?

Some rubber compounds are useless when it is cold. Also if your rims are wet that doesn't help.0
