I often cycle with my daughter (eight) in the piggy back position when I pick her up from school and I'm on a cycle commute day. Arms round my neck, legs round my waist. On a drop bar bike she's practically lying down, it's secure as you like (and she loves it!)
To be fair it's 1/4 mile on residential streets but I've had a few tuts.

i think 8 is ok though as they have the knowledge that they can jump off from your back....obviously not going down a dh track or something0 -
