Freehub dragging

Hello.
Recently replaced my Super star Evo free-hub due to a warranty issue of the old one snapping off from the pawls.
Iv fitted the new one and when spun by hand the cassette free wheels, but when i peddled the wheel and let go the wheel was back driving the pedals. After 3 rides, when riding i still get a slack build up in the chain when not pedalling due to the free hub not ratcheting.
Any ony got any ideas why this could be? The pawls all seem free to moved from new and iv even added a little oil to help.

bearings not seated fully.

Which bearings? Hub or free hub?
I suspected spacer but as far as i can tell i have everything in place.
Current set up is, Hub, small seal around the outside of the teeth then the freehub.0
