Wheel spinning true

How do you know if your wheel spins true?

when i spin my back wheel it varies by about 7-8mm but im not sure whether thats just the tyre that may have deformed slightly.

    you look at it. and maybe hold something upto it so you can see.

    the tyre has nothing to do with it.

    Hold a pencil/Allen key/whatever on the seat stay and against the rim (not tyre). This will allow you to see the deflection if there is any.
    A Flock of Birds
    + some other bikes.
