Are 700c front wheels standard width?
If not, do you match them to the tyres you have/tube?

    They come in various widths.

    700c wheels for touring are generally wider, to accommodate a wider tyre.

    so do you measure the full width or just the smaller inner width?
    I think my inner tubes are 700 x 28 c. Tyres say 28mm on outside so do you then get a 700x 28mm width?

    You don't need a 28mm wide rim to run a 28mm tyre. You can run a range of tyre widths on a particular rim, but it is definitely better to get a rim that's close to the width of the tyres you plan to run...
