do I need to face bottom bracket on frame or headsets?

Building up a ragley bluepig x and read somewhere that best to get lbs to fit bottom bracket 'cause it may need faced. Does it and would this extend to the headtube?

    yes and it can do. but for some reason head tubes tend to be better prepared.
