Pannier rack Sectuer Elite 2011

Hi anyone fitted pannier racks to a Sectuer Elite 2011? The only holes available were plugged with little plastic plugs from new and they would take an M4 bolt with a nut - like in this pic

I found that pic when searching how to do this but it seems strange that these holes are for an M4 bolt size and are not threaded? It would mean faffing about with a nut on the other side. Are panniers not usually M5 and the frame is threaded? The Sectuer Elite is pannnier rack ready.
Any advice please?

I've got this on a 2010 Secture Elite, exactly the same bike as the bike in the flickr pics.

Mine had the plastic plugs over the holes & it does take a standard screw that came with the rack, no bolts or anything.
The rack actually fit perfectly without any weird bending like the other pics on that flickr.0 -
Sure the thread isn't just goo'd up with paint and need clearing?
Even my shonky old Townsend hack bike (cost me £5.50 I'll have you know!) has threaded bolt holes!Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.0 -
Thank you very much for the replies - I am delighted (and a little embarrassed) to confirm that these holes are M5 threaded bolt holes (so they take the standard pannier rack bolts) but were gunged up with overspray paint. A little gently working back and forth and the bolts fitted fine.
