Wheel not spinning truely

Hi all
I posted a question about Tektro brakes earlier but now have an unrelated query about wheels... Whilest checking my bike over today, i noticed that the front wheel wasnt spinning as it should, i assumed that it was rubbing on the brakes at certain points but turns out that wasnt the case. the discs werent touching the pads at all, instead, it is like the wheel is rocking at certain points whilst going round, hard to explain but when turning very slowly by hand, you feel resistance up to a point and then once past that point, the opposite feeling, like its rolling. All in all, it makes the wheel only spin a few times round before stopping as apposed to the rear one which just goes on spinning like it should. i presume its the bearings as they are the only thing i cant see and everything else looks ok. from my (pretty poor) description, what is it likely to be and what do i need to be doing to fix it (apart from taking it to halfords which i will only do as a last resort!). guessing whatever the issue is, its costing me energy and speed whilst riding?? :?

Is it cup and cone hubs? They may be too tight.0

The bearings inside the hub 'may' be damaged or missing or the nuts are too tight. That link should explain.0 -
Are the bearings in the hub cup and cone (dismantleable with loose balls) or sealed cartridge (press out old assembly, press in new)
If your not sure, what make model and year of bike?
Carrera's with the 'ddm' wheels are Formula cup and cone hubs.Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.0 -
It's a carrera disc spec (all red) bought in 2009, it does have ddm wheels on it. So should I be able to check the bearings and fix/replace if needed?0

Thanks very much, I tried the first link but it just timed out but will give this one a good read and have a go with my front wheel this week, sounds like I'll need to cone tools and grease first though!0
