Unknown bike?

My friend got this bike from his in laws, that came from south africa.
He was told this bike was a rare bike in the UK and he wants to know what kind of price he should put on it as he wants a road bike so he can join chippenham wheelers. Any ideas?
I have attached photos (or links to) we took of the bike about 10 mins ago.

    it says what it is on it. a quick google shows lots for sale in the UK.

    which is just what the rules say to do.

    what is it worth? a lot less than he would like.
