3/4 length tights without pad?

Do they exist? Can't seem to find them anywhere 
It is possible to get full length tights and bibs without a pad but I have short legs and all of the ones I have tried so far are way too long for me.
I have been using 3/4 length running tights but the bottoms keep riding up my legs. I have tried padded shorts / tights but just don't get on with them.
Any help appreciated!
