Lever travel on hydraulic disc brakes

The lever travel on my disc brakes is about 15mm - 20mm is that normal?

New pads and hydraulic fluid is full/ bled.

Depends on the brake, they vary a lot until they bite, sounds in the normal range. Some can be adjusted. many cannot.

Is the brake fully bedded in?

As in the new pads? No only just fitted.

That could be it, use them a bit until the pistons self adjust.

Yes. The brakes stay out of the way of your fingers when not used, then when you're "covering" the brakes, they come close enough to the bar for your fingers to be naturally flexed, without stretching - before the pads come into contact with the disc.
It would be incredibly uncomfortable if the brakes came on straight away - and you'd also not be able to actually utilise any strength in your fingers very well.
