Anyone fitted these?

Finding myself scratching my head as to how to fit them
They come with outers, inners, 'nose wipe' ferrules, frame protectors - all good.

They also come with a length of relatively rigid plastic tubing about the diameter of the outers (its grey in the link, but red in my set). What's it for :?:

It doesn't seem to slide over the outers (for cosmetic colour matching)
It doesn't fit inside the outers (for some sort of friction reducing layer)
Is it to cover the gaps of exposed cable along frame runs? Unlikely as there is no way of sealing the ends and it would be a dirt trap.

I'm confused

Tada....well pretty sure that's it, seen a few bikes with it on, cut to be a snug fit between end stops so no dirt gets in....
