BR-M486 brake problem

I have a set of these brakes and the lever travel has become prgressively further and now the power of the rear brake is almost non existent.
I checked the pads and they are worn although still within tolerence of what I have read online. Thinking the system must need bleeding I brought a kit and bled the system however no bubbles came out so I guess it did not need bleeding after all.
I 've just purchased a new set of pads anyway as I guess that would reduce the travel of the lever.
Can anyone tell me if I'm missing something obvious or if theres anything else I should be looking at?

Make sure the pistons are moving and retracting. Fitting the new pads and pulling the levers a few times should sort the problem if the pistons are ok.0
