Old fashioned, non-oversize stem

So, I'm sorting out someone's old bike, and it's in really good nick, but they want to change the handlebar position.
Trouble is, even though it's a standard 9/8" threadless steerer, it's an old 25.4mm (I think that's right), non-oversized handlebar, and I'm having a bit of trouble finding any stems to fit.
I'm after roughly 60mm length, and ≥ 15° rise.
Can anyhone help?

Gussett staff stem. I think mine came with spacers to suit 25.4mm and 22mm handlebars.0

22mm (well, 22.2) is the clamp diamter for steel bars. Usually bmx bars, although my old DMR wingbars measured 22.2mm.
As for the stem, I think I got mine from chain reaction cycles. Although they appear to have gone up in price slightly. And they dont have a 15 degree rise.
Another option is planet x/on one, they often have odd sized stems.0 -

Another option option - Ribble cycles. They stock none oversize road stems, which often come in a 17 degree rise/drop to make the bars level when used with a 73 degree head angle. Worth a shot at least. Cant access any of these sites whilst Im at work to check though.0

The wifes bike runs 22.2mm bars off a Giant touring bike of late 90's vintage, complete with 25.4mm spacers.Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.0 -
