Rear Shifting Problem

Hi all,
I have a Marin iron springs with Shimano acera 9 speed rear derailer and index shifters.
I'm having real problems shifting both up and down gears on the rear. To the extent that I can move 2 or 3 index shifts to get a cog shift on the derailer. I have fully removed the rear derailer and thoroughly cleaned/greased it and re-installed it following Zinn's bible of instructions but the issue is not fixed. To me it looks like the derailer does not respond to small changes in the tension of the cable, hence it only shifts a cog after 2 or 3 index shifts.
Anybody with any thoughts as to where the problem may lie?

Cheers for the advice fellas. I thought as the bike wasn't so old that the cable were still ok, the shifting performance also dropped off a cliff so thought something bigger was amiss.
I have replaced the cable and I can now shift no problem. In fact I can't believe how much of a difference it has made to the ease of shifting. I guess as cable wear is such a slow process you get used to the poorer performance of your shifting.0
