How tight should this be?

Hi guys,

I was wondering how tight this screw should be? Not the exact torque or anything, just roughly. It is tight-ish but there seems to be a right bit left in it.

Presuming you mean the topcap bolt, it's used to preload the headset bearings, so tight enough do there is no play, not too tight that the steering is stiff.
Once the stem bolts are done up, it is redundant and you could take it out if you wanted.
