Saddle Issue

No matter how much torque I apply to my saddle bolt/nut combo the saddle slowly travels backwards when riding and finds a resting point that is outside of the acceptable range markings on the bars underneath.
Like I said I have applied superman  levels of torque to that little bolt.
I have even tried using an epoxy adhesive (a strong one that is used inside tanks) the damned thing still slid backwards.
The LBS tried too.
Any ideas apart from stay standing up?

I was thinking about using some heatshrink.
So similar to the inner tube idea, luckily I can get some from work. Will let you know how it goes.
