Top or bottom gear

OK, I have been out today and been chatting to a few of the guys and noticed some called the top gear the bottom gear and vice versa.
So what are the top and bottom gears ?
I always thought the small cog on front and big one back (Least resistance) is the low gear and the big cog on front and small on back is the highest......is that correct ?
