A Present for my bike: what is it?

An elderly relative has bought me a present for my bike, which is very kind of her. However, I don't know what it is. (But have had a wild guess.)
It is made of stiff black fabric.
It is shaped like a right angle triangle.
The point of the triangle is an open hole.
The base of the triangle is a very wide hole.
The hypoteneuse has a zip, but only part-way along.
She thought they were "arm warmers". (Don't be mean, she is in her 80s.)
It was kind of her to go to a cycling shop and spend money, but I wish she'd asked me first.
