help with dt swiss fork

hi every one
i have purchased a brand new dt swiss xrm100 fork and like rockshox solo air it only has a single schrader valve which is supposed to inflate both + and - chambers.problem is that it does not play when i put proper air in it .i cant even set the sag.so i deflate the forks to lower pressure and yet no luck.when i deflate it to 0 psi it started to travel smoothly but the stanchions remained at their full lenght.how is it possible?with no air in it its ok and with 20 psi its like being locked.any help is appreciated.

    no the lock is not on.it travels only when there is no air in the chamber and even then it stands on its full lenght.is it not supposed to flat out when you deflate it completely?
