inner tube help?

hi, have been visiting this website for a while didnt think to sign up until now to use the forum, my question is a simple one just wanted confirmation, i use a specialized sirrus elite hybrid which uses 700 x 28c tires, i purchased a spare innertube recently but the sizing confused me, i purchased a 700 x 28 x 38c tube, now obviously im guessing the tube will fit my tire going by the 700 x 28 however can anybody tell me what the 38c is all about?? is it simply a case of thats the innertube limit for tire size use?

just means the tube is intended for tyres from 28 to 38mm, so it'll be fine
