Quick one, can the rear mech inner cable on Ultegra 6700 be changed without actually removing the bar tape, keeping the cable outers in situ?

I'd rather not remove the new(ish) tape and it looks perfectly doable but wanted to sanity check first.

Cheers.

Yes - undo cable from mech, feed back through, replace as necessary.

May as well fit a new piece of outer at the mech end as this is the bit that gets all ganked up and makes the shifting crap.

Cheers Yossie, I thought as much but wanted to sanity check.

    Much appreciated.

You can usually peel the rubber hoods forwards and this will expose where the outer cable enters the shifter so you can see where the inner cable is going.
