28c tyre rubs

Just got a 28c tyre, the last one was 25c. It rubs at the top is it possible to get some kind of spacer??

    If you mean that it's rubbing against the rear brake bridge or fork crown, you're out of luck; your frame will not take tyres of this size.

    Its the fork crown . Suppose I will need to change tyres. Thanks.
